Wireless Emergency Alerts (WEA) — How the Tornado Alert on Your Phone Works
What is a Wireless Emergency Alert?
Wireless Emergency Alerts (WEA) are short emergency messages broadcast from cell towers to every compatible phone in a threatened area — no app, no signup, no charge. The system launched in 2012 and is run jointly by FEMA (through IPAWS), the FCC, and participating wireless carriers. For weather, the National Weather Service uses WEA for its most dangerous warnings: tornado warnings, flash flood warnings tagged "considerable" or "catastrophic," severe thunderstorm warnings tagged "destructive," plus hurricane, storm surge, extreme wind, snow squall, and dust storm warnings. The distinctive loud tone and vibration sound on most phones even in silent mode.
How does WEA actually deliver an alert?
WEA uses cell broadcast, a one-to-many technology fundamentally different from texting. When the National Weather Service issues a qualifying warning, the alert flows through FEMA's Integrated Public Alert and Warning System (IPAWS) to wireless carriers, which broadcast it from every cell tower serving the warned area. Every compatible phone listening to those towers displays the alert simultaneously.
Because it's a broadcast, not a message to a list: there's no signup and no database of recipients, alerts arrive even when networks are congested (broadcast doesn't compete with call/data traffic), it's anonymous — nobody tracks which phones received it — and it's free.
Since 2019, phones are required to geo-target more precisely: a device that can determine its own location must suppress alerts if it's more than about a tenth of a mile outside the target polygon. In practice, modern phones match the warning polygon well; older devices may alert anywhere their tower's coverage overlaps it.
Which weather warnings trigger a WEA?
Only the National Weather Service's highest-impact warnings go out over WEA:
- Tornado warnings — all of them.
- Flash flood warnings — only those tagged with a considerable or catastrophic damage threat (a 2021 change that cut flash-flood WEA volume sharply; routine flash flood warnings no longer buzz your phone).
- Severe thunderstorm warnings — only those tagged destructive (80+ mph winds or baseball-size hail), a tier added in August 2021. Derechos are the classic trigger.
- Hurricane, typhoon, storm surge, and extreme wind warnings.
- Snow squall warnings (highest-impact only) and dust storm warnings.
Notably absent: tornado watches, severe thunderstorm watches, and ordinary severe thunderstorm warnings. WEA is a last-line siren, not a situational awareness tool — that's what weather apps, NOAA Weather Radio, and services like VORTEX are for.
Will a WEA wake me up?
Usually — and this is by design. WEA uses a dedicated alert tone and vibration cadence, and on most phones it sounds even when the phone is on silent or Do Not Disturb. The tone is loud, distinctive, and repeats with the vibration for several seconds.
The honest caveats: it sounds once, with no retry if you sleep through it; heavy sleepers, earplugs, or a phone charging in another room defeat it; and a phone that's off, in airplane mode, or out of coverage receives nothing at all. Recent iOS and Android versions also let users silence non-national alert categories entirely — worth checking your settings rather than assuming.
This single-shot behavior is why nighttime tornado preparedness guidance always pairs WEA with a second wake-you-up channel: a NOAA Weather Radio alarm, or a phone call service that rings persistently and can bypass Do Not Disturb via Emergency Bypass.
What are WEA's known limitations?
WEA is excellent at its designed job and clear about what it doesn't do:
- Location-locked. It alerts the phone's current location only. Your home while you travel, your parents' town, a rental property — invisible to WEA.
- Warnings only, no lead-up. No watches, no outlook, no "tonight could be dangerous" context.
- Short message format. Up to 360 characters on modern networks (90 on legacy) — enough for "TORNADO WARNING in this area until 9:15 PM. Take shelter now," not for details.
- One tone, no escalation. Missed is missed.
- Coverage edges. Rural dead zones, tower outages during the storm itself, and older non-capable devices all create gaps.

How should WEA fit into my alert setup?
Treat WEA as your always-on baseline and build around its gaps. Keep it enabled on every phone in the household. Add a channel that covers watches and situational awareness (a weather app, NWR, or the VORTEX map). Add a channel that covers locations you're not standing in and persistent wake-up — that's where phone-call alerts earn their place. And if you live in a mobile home or a tornado-prone rural area, a NOAA Weather Radio with battery backup is still the gold standard for outage resilience.
