What is the difference between a funnel cloud and a tornado?

The difference is ground contact. A tornado is a violently rotating column of air extending from a storm to the ground. A funnel cloud is the same rotating column when its circulation has not reached the surface. The visible condensation funnel is not the test: a tornado's damaging winds can be in contact with the ground while the visible funnel is only partway down — swirling dust or debris beneath a funnel means it's a tornado, period. Eyewitnesses also routinely mistake two other storm features for tornadoes: the wall cloud (a lowered, often rotating cloud base that may precede a tornado) and the shelf cloud (a wedge-shaped outflow feature on a storm's leading edge that does not rotate and is not tornadic).

Why isn't the visible funnel the test?

The condensation funnel is just water vapor condensing where pressure drops inside the vortex — how far down it visibly extends depends on humidity, not on whether the circulation reaches the ground. In dry air, a tornado can be doing EF2 damage while its visible funnel hangs halfway down; in humid Gulf air, funnels often condense fully. That's why spotters are trained to look beneath the funnel: a rotating dust or debris cloud at the surface means ground circulation — a tornado — regardless of what the funnel above looks like. Conversely, a smooth funnel aloft with a calm, debris-free surface below it is (still, for the moment) a funnel cloud.

Most tornadoes begin as funnel clouds, and the transition can take seconds. Treat a funnel cloud over a populated area as a tornado about to happen.

What is a wall cloud?

A wall cloud is an abrupt, localized lowering of the cloud base under a storm's main updraft — often on the rear (usually southwest) flank of a supercell. It marks where moist inflow is rising fastest, and a persistently rotating wall cloud is one of the strongest visual precursors of tornado formation; funnels typically descend from it.

Distinguishing features: it's attached to the storm base, localized (a mile or two across at most), on the storm's inflow side, and it may visibly rotate. A wall cloud is not itself a tornado — but a rotating one is a "get to shelter-ready" sight, and it's exactly what SKYWARN spotters are deployed to watch.

What is a shelf cloud, and why is it mistaken for a tornado?

A shelf cloud is a long, low, wedge-shaped cloud on a storm's leading edge, formed where cool outflow air plows under warm inflow. Approaching head-on, it can look terrifying — dark, turbulent, seemingly rotating along its length, sometimes with ragged fragments hanging beneath. Shelf clouds generate a large share of false tornado reports.

The tells: a shelf cloud arrives ahead of the rain with straight-line outflow winds behind it; it spans the storm's whole leading edge (miles wide) rather than being a localized lowering; and its motion is shelf-like rolling, not coherent rotation around a vertical axis. It signals damaging straight-line winds may be imminent — worth taking shelter from in their own right — but it is not a tornado feature. Ragged, detached fragments below any storm base, called scud, are harmless condensation shreds that photograph like funnels but neither rotate nor connect to the cloud above.

How do I tell them apart quickly?

  • Rotation around a vertical axis? Funnel clouds, tornadoes, and (more slowly) wall clouds rotate. Shelf clouds and scud don't — they surge, roll, or drift.
  • Where on the storm? Wall clouds and tornadoes hang under the updraft, typically rear flank, often rain-free nearby. Shelf clouds lead the storm's gust front, with rain right behind.
  • Ground contact? Debris, dust whirls, or a damage path beneath = tornado. Nothing stirring at the surface = funnel cloud (for now).
  • Attached and persistent? A feature that's detached from the cloud base or dissipates in seconds is scud, not a developing tornado.

If you're unsure and the feature is approaching: act as if it's the dangerous one and shelter — sort out the taxonomy afterward, per weather.gov/safety/tornado.

Should I report what I see?

Yes — ground-truth reports genuinely improve warnings, because radar can't see the lowest few hundred feet at range. Report a tornado, funnel cloud, or rotating wall cloud to your local NWS office (many accept reports via social media or online forms; SKYWARN training, free through weather.gov/skywarn, teaches the vocabulary). Report from safety: no observation is worth positioning yourself in a storm's path. And remember the asymmetry — your report can strengthen a warning, but the absence of anything visible never weakens one: rain-wrapped and nighttime tornadoes are invisible from the ground by definition.
